Both Premier League clubs are prepared to offer the 24-year-old a way out of Stadio San Paolo this summer.
Lozano has failed to justify the €50 million (£44m/$57m) fee Napoli paid PSV for his services, scoring just three goals in 23 outings across all competitions.
